Pencils and Pens

I have a procedural question concerning the use of pens and pencils on the Integrated Algebra Exam.

Will you have students do the entire exam in pen and then fill out the bubble sheet for part I that is to be sent to the state in pencil?? Or will you have them do Part I in pencil (at the same time filling in the bubble sheet) and then switch to pen for the Parts II, III and IV?? Or do I have it all wrong??
