Accuracy vs Precision

Given 2 numbers: 234 and .31

The first one is more accurate because it has 3 significant figures, but the
second number is more precise because its' last sig fig is in the 1000th's.

I can identify this difference in numbers, but I'm not sure what the
significance is betwen being accurate vs being precise.
