Unable to reduce the step size without violating minimum step size

Always I met such a problem when I used simulink,
"Unable to reduce the step size without violating minimum step size...", I checked every signal, there was no sudden change, nor inf, and there was no derivative block in the model. I could not understand it.
Is it a problem or error from the solver "ode45" or something else? or some bug of matlab?

May anyone help me? Thank you very much.
