What do you mean 3D? Like a 2D color image, or like a true volumetric
monochrome image like you have with MRI and CT?

If it's a color image, you have to decide what you want to blur.
Maybe you can convert to HSV and blue the V channel. There are
functions called rgb2hsv() and hsv2rgb() that may be useful to you.
