Can there be a rational transfer function between I and an "eigen-basis"?

Suppose B is the basis derived by eigendecomposition of a square
matrix M in which 1's completely fill a partial diagonal and occur
nowhere off this partial diagonal - say for the sake of discussion the
partial diagonal "2 below" the main diagonal.)

Is it possible to define a rational transfer function which takes I as
input and outputs B?

Thanks for any time you can afford to spend thinking about this
question. I hope it's "well-formed" - if not, perhaps someone can
take the time to tell me why not.
