Eigenvalue degeneracies of parameterized Hermitian matrices

If H(x,y) is an NxN parameterized Hermitian matrix, where x,y are real, what are the maximum number of points at which the two smallest eigenvalues are degenerate in the xyplane if m (<N) entries of H(x,y) are
(a) linear in x and y? (b) quadratic in x and y?
