Notice how differently SAT is reacting to the cheating from the way the Regents have moved to blame teachers and remove them from grading their own students' exams. SATs are already graded offsite by people hired for the occasion. I think it tells us that the Regents' proposals are not going to be effective.

As many have said, teachers need to see their students' exams in order to know what to remediate, both for the students and perhaps for the teachers. If the latter notice a common error, perhaps it could mean that the topic should be taught differently, among other explanations.
