I use China as an example because this is highly realistic with them. All they need is one government policy to impose a tax of 35% on all computing powers available in China! It's a national machine!
With the U.S., some sort of Patriot Act can be done also. But, resistence abounds if that be the case. ;-)
Don't get me wrong! I still prefer democracy any day! =p
