Rossmo's Formula

When using Rossmo's formula for geographic profiling, the formula says that the constants f and g are calculated empirically. Additionally, the constant k is used so the probabilities sum to 1, and is also calculated empirically. How exactly do you perform a calculation to figure out these numbers?
