irrationality measure

there exist q_0 such as for all p/q with q>q_0 and gcd(p,q)=1
one have |pi-p/q|>1/q^24
(24 is a measure of irrationality of pi)

pi has not rational approximation with order 24

(one cannot find C>0 and infinity of p/q (gcd(p,q)=1) with
|pi-p/q|<=C/q^24 )


why 1<=>2 ?
for 2=>1 no pb
but
for 1=>2?
