Behavior of Inline S-Function when kept inside the enabled subsystem.

I created an S-Function block which has the corresponding TLC file.
I kept this S-Function block inside the enabled subsystem. The enable input to the subsystem is from constant block, It's value is zero. While generating code I observed that the tlc function %function Outputs() never reached. However this is not the case with other s-function, The another S-Functions %function Outputs() gets called even if it is kept inside the enabled subsystem which is connected by the constant block 0.. May I know which part fo S-Function.c file determine whether the outputs() has to be called or not, in that scenario?
