What do you call it in mathematics, or logic or

What do you call it when someone lacking the most basic understanding of , well, anything, makes claims on things he (meaning, plutonium) knows nothing about?

At any rate, even the worse scientist around, or, basically, anyone with an IQ over 50, is way ahead of you.
