Without 0 the number 3 less than 3 couldn't be displayed.
Only the prime factors of the number system's base have numeric expansion of fractions terminating with an infinite set of zeros. For base 10 that would be 2 and 5, that is 1/2, 1/4, 1/5, 1/8, 1/10, 1/16, 1/20, 1/25, etc. and their multiples.
