I pasted the wrong code here. It should have been (of course):
Solve[{b*x + y == 7 && a*x  y == 1}, {y, b}] {{y > 1 + a*x, b > ((8 + a*x)/x)}}
This is exactly equivalent to what happens when you call Solve without specifying variables:
Solve[{b*x + y == 7 && a*x  y == 1}] {{y > 7  b*x, a > (8  b*x)/x}}
