Algebra over the course of two years

I am looking for some input we currently only offer Algebra for one year. However we are revamping some things and I know some schools teach Algebra over the span of two years. I have found some very weak students come into 9th grade and trying to teach all the material requires you go at a certain pace however for the students who can't add or subtract without grabbing a calculator they spend their year lost. Is teaching a two year Algebra course working and can you give credit for Algebra I and Algebra II? Just looking for some advice.
