MRI image filtering background

I have MRI image slices in a DICOM image file format, and would like to filter out the background motion artifacts. these look like blur lines.
I had the idea of isolating the background (which is outside the contours of the cranium) and using some sort of filter from there, like a binary operation or somthing of toher manner.
Can this be done?
