Use BVP4C after rewriting your system as a first-order system:
y1'(x) = y2(x)
y2'(x) = y3(x)
y3'(x) = cost - 1/x*y3(x) +1/x^2*y2(x)
with boundary conditions
y1(a)=y2(a)=y1(b)=0.
