Creating a function that replaces NaNs with local mean

I would like to create a function that replaces NaN values in a 5652x4 matrix with the mean of the 3 values above NaN. The first NaNs are a few rows down so this should be achievable. However I am fairly stuck as I need to use for loops and if statements as part of the function.

Any help is much appreciated!
