Galois came up with the foundations for finite fields, yet who was it that first explained and defined the expression "characteristic of a field"?

P.S. No mention appears in "The mathematical writings of Évariste Galois" by Peter M. Neumann, which has a translation of Galois' breakthrough article of 1830, Sur la théorie des nombres.
