Creating a matrix for jacobi iteration

Hi, so for a question on an assignment I had to compute a 199x199 matrix A which I did and now for jacobi iteration I have to create a new 199x199 matrix that has a diagonal of zeros and then the rest of the matrix is the rest of A divided by the negative diagonal value of that row. ex: A= [1 2 3; and the new matrix would be M= [0 2/-1 3/-1;
4 5 6; 4/-5 0 6/-5;
7 8 9] 7/-9 8/-9 0]
does anyone know how to create this on matlab??
