Mining data in csv file

i have gbytes of data, all seperate timestamp files, where pairs of columns contain relevant data, i wish to extract a span of data when a value in another cell is = "1", which is a logic level,

i see many posts mentioning scantext, i am wondering if this is the solution i should use

Any assistance greatly welcomed, if anyone can point me the right way i can do the rest i hope
