In Texas students must pass the TAAS test to graduate from high school. It
is a relatively good 8th grade literacy test. The biggest problem, other
than it is an 8th grade literacy test, is that the test makers are appointed
by the governor of Texas. This allows the floor to be lowered so that a
loser can claim to be the "Education Governor"
