With regard to early textbooks in point-set topology, I don't know whether Colin McLarty would want to count Sierpinski's Introduction to General Topology, published in English by the University of Toronto Press in 1934. It is a translation of the second volume of the Polish original (published in 1928), and that Polish original did not mention topology in the title. That does not seem to be enough to prevent the translation from being a textbook on topology well before Kelley.
