Accelerated math: HELP!

My sons 5th grade teacher used ACC. Math as his ENTIRE curriculum. My son, who had always been an "B or C" student in math with the occasional "A" (he averaged a B in 4th grade math )FAILED 5th grade math with this program!
Let me tell you how THIS teacher uses the program, you tell me if he uses it correctly: The teacher states " I teach in front of the class only on Mondays. on that day I teach general 5th grade math facts that they all should know. The rest of the week is used for independent study" When I asked him how it was possible to teach only ONE day a week, and meet the needs of 18 - 24 students, ALL at different math levels, in ONE hour a day, he replied that " I teach EACH child, INDIVIDUALLY, EVERY day."
MY math is not that great but it seems to me that gives him 2, POSSIBLY 3 minutes PER CHILD, PER DAY!!! MAXIMUM!!
Is it possible to teach 5th grade math in this manner? Also, isn't ACC. Math intended to be used a s a SUPPLEMENT to the curriculum and NOT the entire curriculum? AND isn't it also for ADVANCED students in math? Please help! my 2nd son is currently in his class and is already encountering difficulty!!
