continuing the discussion by Jerry Uhl and Jurek Dydak, I certainly agree
with Jerry that MAJOR changes would be appropriate.

My seeming conservatism comes from something else; I am getting to
realize how hard it is to make ANY changes at all, so I tend to embrace
almost anything that leads to a positive derivative in the direction of
improvement.

I am also coming to recognize how important it is to redefine the
role of teachers -- to allow them more scope to be creative.
If we regard teachers as small cogs in a big unchallengable
machine, it is hard to be hopeful for much improvement ...
