Does anyone know of a good reference or a discussion group?

I'd like to write a Java program which will be "smart" about using
combinatorics.

For example, I'd like the program to :"learn" that if a certain
permutation doesn't work because the third element doesn't fit then,
eliminate all other permutations with that element in the third spot.

Thanks for any help!
