My only comment is: Please consider reading this article from Carnegie
Mellon. I have downloaded it, and will circulate it to my colleagues.
Whether you are committed to the Standards (and want the reform to succeed)
or whether you want to divert or change the reform, you will find much of
value in this article -- which I found quite readable.
