Yes, in fact:

"All is not well." is simply a mis-punctuated assertion that the word "All"
is not identical to the word "well", and

"Not all is well." is actually intended to be an argument from a
conditional statement in a c program, and should have been written
"!(all_is_well)".

(For the humor impaired, "Joke, JOKE, it's a JOKE!")

Similar misstatements are often made in the form

"all politicians are not crooks"

when what is meant is

"not all politicians are crooks"

Of course, neither statement is true...
