You may be right. I'm no expert on this subject. But many years ago a
teacher with European experience told me that the reason kids abroad didn't
have trouble with math is because they are on the metric system and weren't
forced to learn fractions until much later.
(Obviously it is a lot easier to add 3.21 + 5.8 than 7/8 + 5/16.)

Is ther any truth to this? I don't know.
