What should we teach first - Geometry or Algebra 2? With Technology??

Should we teach Alg 2 before Geometry? Does the age of the student
matter? If yes - what age?
In the school district we have many seventh graders who take Algebra 1
where they do fairly well.
However, when they arrive into the eighth grade, and take Geometry,
they are not as successful.
Is this because of student readiness (Van Hiele Theory) or student
hormones kicking in?
If it is the latter, than does it really make a difference what course
a student takes?

After deciding what course should be taught, how much technology
should we include? The NCTM recommends
the appropriate use of technology to ENHANCE mathematics programs at
all levels.
Please define ENHANCE.
