Computation skill should be developed by all students, but the
requirement for a timed test often produces far too much emphasis
on speed. Many students whose performance on such tests is
judged on the basis of speedy computation actually struggle more
with the time required to record the answer rather than the time
required to perform the computation. In some of these cases
students are judged as not sufficiently proficient in mathematics,
when in fact the difficulty is with the recording of the answer.
