CSU aims to produce more teachers

LONG BEACH -- With at least 250,000 new teachers coming into demand during
the next decade, California State University unveiled plans yesterday to
crank up its supply.

Not only is public school enrollment booming, but efforts to reduce class
sizes and retirements are making education a growth industry. CSU's 23
campuses turn out nearly 60 percent of the state's 200,000 teachers.

A sign of the shortage is the fact that 28,000 of working teachers have
only "emergency" papers and aren't fully certified, said William B.
Campbell, chairman of the Committee on Educational Policy.

For the first time, the university set deadlines for gearing up for the
extra work. The board of trustees was expected today to formally adopt the
committee's recommendations.

Here are key points of the reform program:

- By November, admissions procedures must be "user-friendly." Students
should be able to get everything they need with a single call.

- By July 2000, the school will increase its recommendations for
credentials from 12,000 to 15,000 a year. At the same time, schools should
be identifying prospective teachers early and working out programs for them.

The process is complicated, said Executive Vice Chancellor David S. Spence,
because prospects come from so many places: out of state, out of
retirement, undergrad ranks, internships, part-time jobs and positions
where they are partially accredited. Each category needs different course
work or paperwork to get a certificate.

Also by July 2000, all campuses must have adopted common admission
guidelines, transfer procedures and exit standards; aptitude assessment
programs must be in place.

The program also envisions close partnerships with community colleges and
high schools to encourage and counsel good teacher prospects before they
move on.

Three campuses, Sacramento, Fresno and Monterey Bay, are experimenting with
a year-round curriculum.

One goal, said Spence, is increasing the teacher output by 25 percent by 2000.

"But maybe the most important goal is improving quality, not quantity," he
said.
