Parental Question about TERC

I'm a parent of a 2nd grade boy who excels at math. He was tested at
a 4th grade level last year at Sylvan Learning Center. We just move
to a school district that uses TERC for their math cirriculum. I have
been researching this for over a week and this is the first time I
have been able to find anything positive. Several teachers as well as
information on the internet has told me that it won't help him prepare
for advance mathematics, that it has several holes and that I should
supplement at home. So my question is this: Are they right? If not,
why is there is such a contoversy on this cirriculum? Thank you for
any assistance.
