Well, the list of possible 2-digit numbers includes:

   10, 11, 12, ..., 99

There are 90 of these.

The multiples of 14 in this range include:

   14, 28, 42, 56, 70, 84, 98

There are 7 of these.

So there are 7 "successes" out of 90 possibilities, so the
probability is 7/90.
