What percent is 0.7?  Is it 70 percent?

Hi there!

You're right, it's 70 percent.

You can think of the percent sign as standing for a denominator 
of 100.  So in order to express something as a percent, you can
first write it as a fraction over 100.   

.7, or 7/10, is equivalent to 70/100 or 70 percent.
