I don't like how you can change them to decimals yet they look the same. This will confuse students. Decimals shouldn't be an option.

I liked the tool because it allows you to move a block from the left to the right and it will split it into the new unit of measure. You could also use it for higher grades if wanting to learn a different base number system.
What math does one need to know to use the resource?
A basic understanding of base ten system.
What hardware expertise does one need to learn to use the resource?

What extra things must be done to make it work?
none
How hard was it for you to learn?
Very Easy
Explanation:
This was easy to use with the click of a mouse. However, if a student entered the wrong number the program give no instant feedback. This was also running under a trail version, so perhaps, the full version gives a student feedback. Without feedback to the student my star rating goes down to a 2.

This would be a nice reinforcement for students to show a given number through the use of base ten blocks. Even if students had never used base ten blocks before, this tool could possibly be used because it counts for you as you add each block.
What math does one need to know to use the resource?
It would help if students were familiar with base ten blocks before using this tool; otherwise they will have to try and find the pattern (every time you add a bar, ten is added to the number, a mat adds one hundred, etc.)
What hardware expertise does one need to learn to use the resource?
This tool only uses the clicking of a mouse, making it very simple for users.
How hard was it for you to learn?
Easy
Explanation:
This is a very simple activity, students simply have to click on "next problem" and they can begin making the given number.
