Good for you to be so concerned! Another source you and the teacher can look at
is Keith Devlin's recent article "In Math You Have to Remember, In other
Subjects You Can Think About It" at http://www.maa.org/devlin/devlin_06_10.html.
I found the book he reviews, Jo Boaler's What's Math Got to Do with It?, to be
hard to put down, and loaded with supporting evidence that should be hard for
your teacher to ignore.
Perhaps the teacher can be persuaded to take a professional development course
in modern methods of mathematics pedagogy. Most anything offered under the
auspices of the NCTM (National Council of Teachers of Mathematics) will support
this approach.
