I think the 1 to 100 scale refers to the percentage of the dihedral angle each
face has been rotated. For example, if you build a cube and set the scale to 50,
it looks as if the angle between each square face is 45 degrees which is half
the dihedral angle for a cube of 90 degrees. Why when you move the pointer to
100 does 10 appear in the little box?
