Mathematica certainly does what you want, but it is FAR from free.  A typical
function might be:

Plot[Sin[x],{x,-Pi,3Pi},Ticks->{{-Pi, -Pi/2, 0, Pi/2, Pi, 3Pi/2, 2Pi,
5Pi/2, 3Pi}, {-2, -1, 0, 1, 2}}]

Autograph, a very cool piece of software available from It's About Time
Publishing, is not free, but somewhat closer to free than Mathematica.  With
Autograph, you can edit the axes to be scaled however you wish.
