The acronym does not necessarily suggest the order.  The beauty is that the
teacher can give any one of the four representations and have the student do the
other three.  In fact starting with a graph and using it to write an equation,
make a table, and write a story is usually the most difficult, especially if
there are only a few corner points graphed onto the grid.
