I created the compass tool in GeoGebra and you are correct it, it draws circles.
But it is easy to make them into arcs and hide the circles.  See if this video
is useful and if it is, I will make a decent instruction video(s). (You can also
hide the endpoints of the arcs - just right-click and deselect Show
object.)
