     The answer to this problem is that Mrs. Jason 
chose the scenic route and got there at 10:36.

They should have arrived at 10:36a.m. 

For the scenic route, the price is:

 162 mi     1 gal       $1.22
-------- * ------- * ------- = $7.61
    1       26 mi     1 gal

For the turnpike, the price is:

 151 mi        1 gal       $1.22
-------- * ------- * ------- + $4.70 = $10.65
    1             31 mi        1 gal

Thus, Mrs. Jason decided to take the scenic route.

Of course, when Mrs. Jason had to listen to her 
children for  162/45 = 3.6 hours, yelling about wanting to get 
there, she decided that on the way back, they would take the 
turnpike, and take the three dollars in difference of the fares 
from some other  aspect of their life.
