What state are you from? That would be the difference. If you are to be licensed eg. 5-9 and a district prefers you to teach 8th grade then the 0061 would be necessary. Here is the way I would approach. Test in 0069 and receive the licensure. This way you are HQT. In Ohio you could be what is termed HQT in middle. Then take the 0061 after you receive the state licensure. This is trmed partially hqt and it still qualifies one to teach under NCLB criteria.... Jim
