Rewrite 25% as 25/100.  Since % means divide by 100.

Now the square root of 25 is 5 and the square root of 100 is 10.  So,
the answer is 5/10 or 1/2.  

Not sure what about the next statement unless you meant 
.2 raised to the second power.  In that case, the answer would be 
.2 x .2 = .04 or you could write:

 2  x  2      4      1
----   --- = ---  = --- 
10     10    100    25
