I have had this problem too, one possible solution is to remove all
the batteries including the lithium battery for three hours, put them
back in and reinstall the Operating system (it's on your resorce CD or
the Ti website)

This solves it sometimes, however i am having a problem very similar
to yours and this didn't fix it.
