Subject: High rate of failure in math

I'm concerned about the high rate of failures of students in math.  Of
the total failures recieved in all subjects, more than 50% were given
by teachers of math.  Why aren't students at GW understanding math? 
Is it work ethic? Is it maturity?  Do some students lack the brain
capacity to grasp certain concepts?  Is there an explaination?
