The way I do it you always get a positive increase or decrease whereas you will get a negative sign for the % of decrease and a positive sign for a percent of Increase. If you say, "Percent of Decrease" then you don't need a negative sign because the word "decrease" says it for you. So, you method sounds OK to me.
