Explain that 1/3 of a dollar is 33 and a 1/3 penies. Using 11ths and counters might be even better as you will not have enough parts when cutting the last item (9x11=99) into 10 parts so you cut it into 100, and that is not good enough so you cut it into 1000, you will always have one short and need to cut it into more.
