4x - 9 = 7x + 12 and this one: 8m + 13 = 13 + 8m
I can solve both question for you 

a)
4x - 9 = 7x + 12
4x - 7x = 9 +  12
- 3x = 21
-x = 21/3
-x = 7
x =-7
therefor the answer is x=-7


b)

8m + 13 = 13 + 8m
8m - 8m = 13 - 13
0 = 0
therefore the answer is 0 = 0
