Here are a few websites that might be of
interest to you. The first:
http://www.nctm.org/standards2000/
is the newest revision of the NCTM Standards.

http://www.enc.org/reform/journals/ENC2280/nf_280dtoc1.htm
is the document
that has been used since 1989.

http://mathforum.org/social/math.disabled.html
is a list a websites
for various disabilities, and math instruction accommodations.

http://www.achieve.org/achieve/html/clearinghouse/main.html
is a way to
access the standards for many of the states. It does not
appear that California is on the list, but if you take a peek at other
states' documents you may be able to make some generalizations.
